Among the natural disasters, flooding is one of the most common causes of environmental, economic and social impacts. Therefore, the objective of this work was to carry out the spatial and temporal characterization of flooding in the municipality of São Paulo - SP, during 2018, and to identify the factors of susceptibility of watersheds to flooding. For this, the study methodology was developed in three ways: (a) evaluation of the temporal distribution of the floodings, (b) evaluation of the spatial distribution of the floodings and (c) identification of physical and physiographic characteristics related to the highest occurrence of flooding. The temporal distribution was evaluated by the analysis of the relative frequency distribution of the occurrence of flooding throughout the year and the spatial distribution was carried out from the absolute number of floodings per subprefecture and water course in the municipality of São Paulo. A total of 264 floodings were observed, the highest occurrence in the period of greatest rainfall, comprising the months of January to March and November to December and the subprefectures of the Se, Lapa, Pinheiros and Santo Amaro. Therefore, using a deductive method of qualitative approach, exploratory in nature combined with bibliographic research, a situation diagnosis for the ECCSUWBW management in the municipality of Jales, SP, was made in this study as well as legal and sustainable proposals to solve the management deficiencies. The research was conducted from July 2018 to October 2019, in which the following aspects were evaluated: the evolution of ECCSUWBW political-administrative management and the impacts of granting the management to private sector. Then, based on the deficiencies survey, proposals were made to improve the management system. It was observed that there was an evolution in the management of ECCSUWBW and improvements with the granting of management to private initiative. In the management of RSS are involved generators (establishments that offer health services), receivers (companies/institutions licensed for the treatment and destination of RSS), managers (municipal health or environmental bodies responsible for municipal management of RSS) and inspectors (inspectors/sanitary surveillance agents), and knowledge of the current situation regarding the generation and management of these types of waste, which is essential for public health and sustainable development. Thus, the objective of this work was to evaluate the situation of solid waste management of health services (RSS) in Northwest Paulista. The research was conducted in the 153 municipalities located in the Administrative Regions of São José do Rio Preto and Araçatuba, which together make up the Northwest Paulista. The evaluation of the RSS's management was carried out through the application of four questionnaires intended for the follow-up of the management of RSS (generators, receivers, managers and inspectors) and from the quantitative data of RSS obtained in official bases. The data were organized and analyzed separately by frequency distribution and the relationships of interest by the chi-square test. The changes in the physical environment caused by the growing population agglomeration made the characteristics of environmental and urban life unsatisfactory. In order to assess the well-being of the population, indicators were created addressing aspects related to economic, social and environmental conditions, such as the percentage of vegetation cover (VC), tree cover (TC) and green areas (GA). The VC is the sum of the entire vegetated area of a municipality, that is, GA’s and TC. GA’s comprise flowerbeds, gardens, etc., except for trees. TC, on the other hand, is restricted only to the area of tree crowns. According to the Resolution of the Secretariat for the Environment of the State of São Paulo Resolution no. 33/2018, the ideal goal of VC in a city is 50%. It is known that vegetation decreases the local average temperature due to physical and physiological factors, such as photosynthesis, evapotranspiration and shading and that, according to the literature, increases in urban VC are able to decrease surface temperature. Thus, the objective of this research was to evaluate the variation in the temperature of the urban surface as a function of the VC by mathematical models and to quantify the optimal percentage of coverage in the urban area according to the population extract of the municipality. Fifteen towns in the state of São Paulo were chosen at random, and then split into five population extracts with three towns in each. Towns with up to 20,000 inhabitants (Estrela d'Oeste, Pompéia and Santo Antônio do Aracanguá), towns with 20,001 to 50,000 inhabitants (Descalvado, Tanabi and Valparaíso), towns with 50,001 to 100,000 inhabitants (Fernandópolis, Mirassol and Paulínia), towns with 100,001 to 500,000 inhabitants (Araraquara, São José do Rio Preto and Sorocaba), and towns with over 500,000 inhabitants (Campinas, Santo André and São José dos Campos). Sample fields were defined and distributed in the various municipalities on current images of Google Earth Pro, where the VC areas were delimited by manual scanning and were later confronted with thermal images. The modeling of the urban surface temperature as a function of vegetation cover was performed by statistical regression. The conclusion was that the TC was more effective to reduce urban surface temperature than the percentage of GA or VC. According to the models proposed, a percentage of TC of 50% would be able to reduce by 4°C the temperature of towns with over 20,000 inhabitants in the state of São Paulo. Such percentage should be spread throughout the urban environment. The general mean of the percentage of GA, TC and VC in all population extracts was 11.9%, 13.5% and 25.2% respectively. There were no significant differences among the extracts. The index of 50% VC proposed by the Secretariat of Infrastructure and Environment of the state of São Paulo (SIMA, ex-SMA) can be considered appropriate to reduce urban temperature, provided that only the crowns of the trees are quantified.Item Plano municipal de saneamento básico de Fernandópolis – SP: atualização 2023-2032(Universidade Brasil, 2023) Fernandópolis (SP). One example is the crop forecasts by the so-called vegetation indices indexes, this technology has been applied to sugarcane, allowing to improve its management, and to reduce costs and time with field samples, and to improve estimates by covering large areas extensions rather than spot sampling. Therefore, the objective in this work was to evaluate the use of images of the Normalized Difference Vegetation Index (NDVI) in the estimate of the biomass production of sugarcane cultivars, by the methodology of sum of pixels per plot (NDVIs), in the municipalities of Iturama and União de Minas, Triângulo Mineiro.. The evaluation was performed by modeling, in regression analysis, with the independent variable being the sum of the NDVI values of the pixels (NDVIs) and the dependent variable the biomass production of the respective plot. Altogether, different modeling was performed for the 5 cane cultivars (CTC4, CTC15, RB835486, RB92579, RB867515) and a general one, independent of cultivar. With NDVIs images of the cane at 7, 8, 9 and 10 months after planting or harvesting the previous crop. It was concluded that the modeling using NDVIs as an independent variable, instead of the average NDVI values, was promising in estimating the production of sugarcane biomass. Welladjusted models of biomass production were obtained based on NDVIs in cultivars CTC4, RB835486, RB92579 and for the global (in distinction of cultivars) for all periods after planting / harvesting the previous crop studied. From the results, it can be said that the use of vegetation indices, in this case the NDVIs, is a viable technique for forecasting sugarcane crops, assisting logistics of harvesting and marketing sugar and ethanol.Item Princípio da prevenção ambiental como diretriz de políticas públicas de resiliências climáticas no município de Fernandópolis-SP(Universidade Brasil, 2021) Martins, Uender Oliveira; Vanzela, Luiz SergioOver the last few decades, it has been observed that global climate change is a reality, posing a risk to the socioeconomic and environmental development of Brazilian municipalities. Thus, it is essential, as soon as possible, the municipal planning aiming at the adaptation and resilience of the municipalities to these possible changes. Therefore, the objective of this work is to propose the development of public policies for the prevention, control and remediation of environmental impacts caused by natural disasters, in the municipality of Fernandópolis – SP. The proposition of public policies for climate resilience in Fernandópolis – SP, was divided into prevention, control and remediation measures for natural disasters caused by climatic events. For the establishment of these measures, they were defined by the integration between the possibility of the occurrence of extreme climatic events with the socioeconomic and environmental characteristics, allowing the identification of potential damage to the natural, anthropic and life heritage and the municipality's capacity to execute the plans/actions of Counter-measure. By the integrated analysis of the recent behavior of the climate associated with physical environmental characteristics, it is concluded that the municipality of Fernandópolis – SP is mainly more susceptible to drought and, to a lesser extent, to disease epidemics caused by vectors such as dengue and flooding.
