Resumo
The growing concern with environmental issues comes mostly from observing the
accelerated industrialization process and its difficulty in reconciling economic activity
and preserving the environment. One of the most important instruments created to help
minimize this conflict is called Environmental Licensing, which aims to monitor activities
and projects that use natural resources and that may cause environmental degradation
or pollution. In the State of Minas Gerais (MG) the Normative Deliberation (DN) of the
Environmental Policy Council (COPAM) 213 of February 22, 2017, was published by
the state government. It allows municipalities to carry out the environmental licensing
of some projects and economic activities with a local environmental impact. The
research aimed to investigate the knowledge related to municipal environmental
licensing based on national data and information, scientific articles, master's
dissertations, doctoral theses, local and state legislations on municipal environmental
licensing, all of which legitimize this environmental management instrument together
with the municipalities. Licensing, monitoring, and supervising different types of
projects and activities defined in the aforementioned DN requires a lot of responsibility
and training of the ones involved. Using a descriptive study, based on combined
bibliographic and field research with a qualitative approach of comparative, exploratory,
non-experimental nature, the work focused on investigating the practice adopted by
the town of Limeira do Oeste - MG, regarding municipalized environmental licensing,
aiming to analyze the environmental, social and economic benefits of the
municipalization of environmental licensing. There were environmental, social, and
economic benefits of the municipalization of environmental licensing in Limeira do
Oeste - MG. The environmental benefits being the proximity to the environmental
impact factor and inspections, the social benefits being the participation of civil society
in the environmental council, and the economic benefits being the increase of collection
of fees for licensing processes and environmental interventions.
