Abstract
Assessments of hydrological periods carried out by INPE (National Institute for Space
Research) in recent years indicate that extreme climate events have intensified
globally, being observed with increasing frequency in Brazil. In the last four decades,
the Southeast region, which includes Fernandópolis/SP, has seen an increase of
approximately 10% in the occurrence of drought periods with different intensities. In
this scenario, water reuse emerges as a viable alternative to face water scarcity and
promote environmental balance. The water and climate crisis represents one of the
greatest contemporary challenges for Brazil, affecting the supply of drinking water,
agricultural production, energy generation and the quality of life of the population. This
article investigates the reuse of rainwater as a viable alternative to mitigate the impacts
of a possible water crisis in the municipality of Fernandópolis/SP, through the creation
of a municipal law that makes the installation of rainwater collection and use systems
mandatory in public buildings. The research is based on a bibliographic review,
document analysis and evaluation of local and federal legislation, highlighting the gap
in municipal environmental legislation regarding specific regulations in terms of
rainwater collection and reuse in the municipality, making its practical implementation
difficult. The aim is not only to save drinking water, but also to raise awareness among
the population and promote a culture of rational use of natural resources, following the
example of the administration itself.
